Why DOMA Parisangh ?

Dalit , OBC, Minorities and Adivasi (DOMA) Confederation is the need of the hour. Muslims are the worst sufferers at the moment and progress of OBC has halted due to privatisation. Corporate sector is owned by upper caste who have controlled media and resources. At least Dalits and Adivasi could get the benefits of reservation in govt jobs and education for three generations. Thus every community is adversely affected. A need is there to float such a platform which can bring all bajujans together and DOMA spires the same. It is necessary to mention the journey of All India Confederation of SC/ ST Organisations. This will give an idea that this organisation is in existence since 1997 and now it is going to include OBC, Muslims and Christians. Its base is already in the country. Initially, mainly Govt employees and officers formed this organisation and still it has maximum reach there. On 10th October 1997, the All India Confederation of SC/ST Organizations was formed to get five anti-reservation orders issued by the DoPT withdrawn. This happened due to biased mindset of judges in the Mandal Judgment. The reservation matter related to Scheduled Castes / Scheduled Tribes was not before the bench and yet adverse comments were mentioned in the judgment. Bused on unwanted comments of this SC judgement, the DOPT issued five anti- reservation orders. Due to the struggle of the Confederation, three constitutional amendments were made, only then reservation was saved.

No social organisation in the history of independence can claim to get the three constitutional amendments, namely, 81st, 82nd and 85th. The Confederation launched another great program to bring one million Dalits in Buddhism so that they break the shackles of caste system. On 4th November 2001, the great Deeksha was performed and due to cancellation of place of ceremony at Ramlila Ground of Delhi and deployment of 12-13 thousands police force at Delhi border, Railway Stations and other points, intended number couldn’t be reached and yet thousands of them became Buddhists. I changed my name from Ram Raj to Udit Raj and completely destroyed caste and all past baggages. This was also not an easy task and for its preparation, Dhamma Vaahan toured throughout the country to mobilise for successful deeksha. Thousands of small and big meetings were held.

The Confederation kept working in theory and practice both. Personal problems of lakhs of employees were solved or tried to be solved. One thing is for sure that the Confederation never lagged behind in helping anyone and shirk the responsibilities whatsoever was possible. This is different from other so-called movements and organizations. We fought the problems of employees or individuals with utmost honesty and never told them to go back and wait till power is achieved. Caste sentiment or sub- casteism was not made the basis as other organisations do. At no point help of caste or sub-caste was basis for mobilisation.

Reservation was in place and there was no fear in the mind of employees while doing social activities but after 2014 , scenario changed. Not only fear gripped the minds of officers and employees but recruitment also came to the halt. Around year 2000 about 40 lakh SC/ST employees and officers were working in government. Gradually, privatization and liberalization happened and from 2014 onwards, govt jobs shrunk fast. Employees and officers kept retiring and where there were 100 employees earlier, only 10-20 are left today. This has happened in most departments. Many departments and government public sector undertakings have been sold or there are only a small number of employees left. The foresight lies in infusing new blood in the Confederation before it weakens further.

Till 1997 and thereafter, the middle class was almost non-existent in the OBC and in 1992, the Mandal Commission recommendations were implemented, only then slowly employees and officers from OBC started emerging. It took time for them to understand social justice and discrimination and by the time they were able to do something, privatization and liberalization adversely affected them as well. Participation in Govt jobs and education helped OBC to become aware of truth and they started inching towards the ideology of Phule, Shahu, Periyar and Ambedkar. This exposure makes them understand that they are also shudra and their real allies are Dalits and Muslims.

Muslims and Christians were not harassed so much earlier but injustice started happening to them from 2014. They also need support. Today they themselves are unable to raise their voice because it immediately becomes Hindu-Muslim.

It is wise to find new ground before we become weak and get confined to the pages of history so that we can again get strength to struggle. In these circumstances, the name and base of the All India Confederation of SC/ST Organizations will have to be changed. Now its name is being changed to Dalit, OBC, Minorities and Adivasi Confederation (DOMA Parisangh). It has to be promoted as DOMA Parisangh so that its name is short and easily on everyone's tongue.

Due to two reasons, divisions happened rapidly in Bahujan Samaj, which benefited Manuvadis. As awareness increased rapidly, disintegration also happened at the same pace. Due to ego and selfishness, the organizations kept on getting divided. Employee and social organizations were formed for social service but eventually they became casteist. The organizations that were formed were not democratic and they kept on forming organizations with people of their own caste and sycophants. Internal contradictions sharpened and as result sub-caste organisations emerged and began to fight against each other and thus missed the real target. Things looks fine from outside but the internal conflict was fierce. Due to this, Dalit unity broke and this was proved in the recent Lok Sabha elections. They did not get a single seat in Uttar Pradesh. Those who called themselves Bahujan remained limited to their caste. In this situation, no Bahujan movement is seen to be getting strong in near future. If the movement was honest and issue-based, the harm wouldn’t have happened. If we see with our hand on our heart, can even 1% people imbibed Dr. Ambedkar's annihilation of caste? We ourselves are also the cause of our downfall. A mindset is made that upper castes should not practice the caste system and Dalits, OBC and Muslims leaders can do whatever is beneficial to them personally. Charity has to begin at home. 15% so called upper caste own 90% of wealth of the country and 85% population of Dalits, OBC, Muslims and Adivasis share around 10% only.

Problem of Bahujan movement is to be dissected and why it is failing? Answer is found that each community and caste should be given proportionate position in the organisation from top to bottom. This noble effort is going to be adopted by DOMA. DOMA Parisangh will give place to all sub-castes in the organization. DOMA Parisangh is not an organization in itself but an organization of social workers, thinkers, intellectuals and employees.

Our objective are to stop privatisation and reservation in private sector & higher judiciary, caste census, recruitment to vacant posts, land to landless, equal education, old pension system, saving the constitution, end of contractual system, reservation in projects running with government funds, election with ballot paper etc.

With the result of the 2024 Lok Sabha elections, Dalit politics has been completely marginalized. Even if a few people get elected to the Parliament, it will not help. The things do not change with rhetoric, emotional speeches, theoretical statements but by doing practically. Now we will have to take everyone along and show mutual unity on the streets and in the field, otherwise the battle has been lost.

For political success, base has to be from social ground. Muslims have become untouchable in politics and even secular parties avoid giving them ticket and due share due to fear of Hindu-Muslims. DOMA is committed to unite them socially and eventually it will outweigh communal rift. Stop thinking that politicians will do magic without your support. If RSS, so called social organisation, doesn’t work for BJP, it will be no where. DOMA will do possible efforts to bring equatable and just society.
